Michael (Mike) Bachmeyer – Fire Chief

Mike is a life-long resident of the Red Bluff community. After high school, Mike began his fire service career in 1996 as a student ride-a-long from Shasta College hosted at Red Bluff Fire Department. During his career, Mike has served as a seasonal firefighter and Engineer for CalFire, a Division Chief of Prevention for the Redding Fire Department, and has held the positions of Reserve Firefighter, Engineer, Fire Marshal, and Division Chief for the Red Bluff Fire Department.

Mike has achieved certification as a Fire Investigator, Fire Prevention Officer, Fire Protection Specialist, Plans Examiner, Fire Marshal, Fire Officer, Company Officer, and Chief Officer by the California State Board of Fire Services. In addition, Mike is a Qualified Strike Team/Task Force Leader and Division/Group Supervisor. Mike’s education includes an Associates of Arts in Fire Technology from Shasta College and a Bachelor of Arts in Organizational Leadership from Simpson University.


Mike is currently assigned as the Fire Chief for the Red Bluff Fire Department.

Mark Moyer
– Division Chief

Mark Moyer began his career with Red Bluff Fire in 2002 after he successfully completed the 2004 in-house fire academy (RBFD Academy 11) and began working as a Reserve Firefighter.  In 2006, he promoted to Reserve Fire Engineer splitting his time between shift work and the fire prevention division.  In 2008 he was hired as a full-time fire engineer and in 2015 Mark was promoted to Fire Captain. September of 2021, he was promoted to Division Chief with an assignment to the prevention division.

Mark has an A.S. in Humanities from Shasta College and an A.A.S in Fire Science from Eastern Gateway Community College, where he graduated Summa Cum Laude.  He is currently attending Columbia Southern University where he is working towards a B.S. in Fire Administration.  Chief Moyer holds both the California State Fire Marshalls Office Fire Officer (retired), Company Officer certificates, and is a Strike Team Leader (T).  Chief Moyer’s Motto: “Ductos Exemplo” - “Lead by Example”

Mark is currently assigned as the Division Chief of Fire Prevention for the Red Bluff Fire Department.







Division Chief Matthew ShobashMatthew (Matt) Shobash - Division Chief

Matt Shobash began his career with Red Bluff Fire in 1998 after he successfully completed the 1998 in-house fire academy and began working as a Reserve Firefighter.  In 2006, he promoted to full-time Fire Engineer .  Matt was promoted to Fire Marshal in 2013, where he spent 5 years overseeing inspections and investigations. In 2018, Matt was reassigned to floor Captain for C-shift where he served 4 years.  In September of 2022, he was promoted to Division Chief with an assignment to Operations and Training.

Matt has an A.S. in Business from Shasta College and is currently an Assistant Instructor for Shasta College Fire Academy. Chief Shobash holds both the California State Fire Marshalls Office Fire Officer Credential, Company Officer Credential, and is a Strike Team Leader. Additionally, Chief Shobash has achieved certification as a Fire Investigator, Fire Prevention Officer, Fire Protection Specialist, Plans Examiner, Fire Officer, is a Qualified Strike Team/Task Force Leader and is a HazMat Specialist.


Matthew Shobash is currently assigned as the Training and Operation Division Chief for the Red Bluff Fire Department.

Kathleen Stephens
- Executive Assistant

Kathleen was born and raised in Red Bluff, graduated from Red Bluff High School and attended both Shasta Community College and Simpson University. She has served as the Executive Assistant for the Red Bluff Fire Department since 2020. 

Prior to joining us at the Red Bluff Fire Department, Kathleen primarily served our community as an Administrative and Marketing Assistant, Technology Help Desk Support, and a Transportation Coordinator.  Her position is responsible for performing a wide variety of confidential administrative and secretarial duties for the Fire Management Staff and assisting in daily operational duties as directed by the Fire Chief.

She brings over 15 years of experience to the Red Bluff Fire Department.

Kathleen is currently assigned as the Executive Assistant for the Red Bluff Fire Department.
